Interior Renovations (fit-up) and Heating and electrical upgrades – Public Comments Invited

June 11 2026 – The authority must determine whether the proposed Interior Renovations (fit-up) and Heating and electrical upgrades, located in Vancouver is likely to cause significant adverse environmental effects.

To help inform this determination, the authority is inviting comments from the public respecting that determination. All comments received will be considered public and may be posted online.

The Proposed Project

Interior Renovations (fit-up) and Heating and electrical upgrades are proposed for the Standards Building in Vancouver BC.  Public Services and Procurement Canada (PSPC) is the administrator of the land, and is funding the project.

Project scope includes predominantly interior fit-up items to facilitate new layouts for tenants and the movement of the current tenant on the 1st floor to the 2nd floor of the building. These items include:

  • Interior painting
  • Carpet & vinyl replacement.
  • Construction of new partition walls
  • Renovation of kitchenettes
  • Replacement of light fixtures
  • Installation of interior glass in-wall panels and wall-mounted acoustic features
  • Installation of millwork in the tenant's new laboratory space
  • Installation of fume hoods to extract dust generated in the tenant's lab from the building.

 

The installation of the fume hoods requires exhaust conduits that will be built along the outside of the building envelope up to the roof level. Due to inadequate capacity of the building's current HVAC infrastructure, these fume hoods will require make-up air units installed at the exterior of the building at ground level. There will be a total of three pad mounted units spread over two separate concrete pads, with the entire area surrounded by a fence. This will require digging approximately 300m deep to prep the ground for the concrete pads at both pad locations. The total approximate length of the fence around the new HVAC equipment is an estimated total of 35 meters. Plus, a small amount of fencing (approximately 8 m) may be installed around the new transformer against the building in the parking lot, however bollards may also be a suitable option. Total estimate of fencing to be installed is 43 m.

Project scope also includes an electrical service upgrade for the building that will require exterior work. Contractor will have to install two new concrete pad mounted transformers (one in the building's parking lot, and another outside of the fence line adjacent to the existing BCHydro power pole) with surrounding fencing/bollards to protect from vehicular impact, install an electrical service kiosk, and conduit between all equipment. The conduit line installation will require digging an approximately 400-500mm wide service pathway at 900-1000mm deep along the pathways identified in the attached drawings, totalling approximately 110m in length.
