Dear Minister Wilkinson,

On behalf of What The Frack Manitoba, I have attached a gap analysis document prepared by our Science Researcher, Dennis LeNeveu, B.Sc. (hons. Physics) M.Sc. (biophysics) B.Ed. and former member of Canadian Society of Safety Engineering. 

This attached gap analysis document is intended to provide additional information, based on a letter that the Impact Assessment Agency of Canada (IAAC) received on Friday, September 11, 2020 from the CEO of CanWhite Sands Corp (attached) which contained new information on the company's proposed development project and sand extraction activities.

This Friday, September 11, 2020 CanWhite Sands Corp letter to the IAAC would not have been reviewed, due to time restraints, by various other federal departments, which were requested to submit their comments on the proposed Vivian sand processing facility project & the Vivian sand extraction project to the IAAC by Monday, September 14, 2020

We therefore, request that you and your department take into consideration the contents of our attached gap analysis document when deliberating on whether or not to designate this project a Physical Activity for the purpose of applying the Impact Assessment Act to this project.
